Ambassador Christina Rocca is the President of CBR Strategies, L.L.C. a business and strategic consulting firm. She served for 27 years in the executive and legislative branches of the US government dealing in international and national security issues. She was twice appointed by President George W. Bush and confirmed by the United States Senate. Ambassador Rocca has extensive experience as a strategic foreign policy decision-maker with practical experience in political risk and crisis management with special insight on South Asia, Central Asia and the Caucasus.
As Assistant Secretary of State for South Asian Affairs (May 2001- February 2006), Ambassador Rocca helped design and implement wholly new US policies towards South Asia. She managed a foreign assistance budget of over $5 billion annually and oversaw 3,000 personnel in the US and overseas. She participated in the diplomatic lead-up to military action in Afghanistan immediately after 9/11 and in the resolution of the standoff between India and Pakistan in 2002. She organized response to and implementation of humanitarian assistance after the 2004 tsunami in Sri Lanka and India, and in the aftermath of the earthquake in Pakistan in October 2005. She frequently testified before Congress and has extensive experience dealing with heads of state and senior officials in foreign governments.
As Ambassador, Permanent Representative of the United States to the Conference on Disarmament in Geneva, Switzerland (August 2006- January 2009), Ambassador Rocca negotiated with over 60 nations on a broad array of arms control matters, including nuclear disarmament, the Biological weapons Convention, and the peaceful uses of space
Before being appointed to the State Department, Ambassador Rocca served as a Professional Staff Member (Foreign Relations) for Senator Sam Brownback (January 1997- May 2001) where she developed groundbreaking foreign policy legislation. Prior to that she worked as a staff operations officer at the Central Intelligence Agency from 1982 until 1997.
Ambassador Rocca has a Bachelor of Arts degree in History from King’s College London, University of London, England and speaks fluent French. Her memberships include the Council on Foreign Relations.
